Nigeria: UN excludes us from plans for Boko Haram refugees

Lagos - Nigeria's National Emergency Management Agency is complaining that the United Nations is excluding it from planning for humanitarian aid for refugees of Boko Haram's Islamic uprising.

Director General Muhammad Sani Sidi said Thursday that his agency "does not consent to the process" of planning being handled by the U.N. Office for the Coordination of Humanitarian Affairs. The AP is seeking comment from the U.N.

Sidi said the Nigerian government is "already on top of the humanitarian challenges." Non-government agencies have complained that some refugees have been dumped at sites without proper shelter, sanitation or even water.

The U.N. estimates that about 2.3 million people, nearly half children, have been forced from their homes in the 6-year-old uprising to turn Nigeria into an Islamic state that has killed about 20,000 people.
