Abuja - Former head of State and All Progressives Congress (APC) leader Muhammadu Buhari has explained that his certificates have not been submitted to the Independent National Electoral Commission (INEC) because they are still with the military, Leadership reports.
The issue came to light yesterday when it was discovered that Buhari's academic qualifications were missing from the INEC headquarters in Abuja, unlike those of other presidential rivals, including President Goodluck Jonathan.
