Abuja - Nigerian Communications Commission (NCC) has set the
dates for the auctioning of the 2.3GHz frequency licensing.
The mock auction would hold on February 18 while the main
auction would hold between February 19 and 20.
The commission also noted that March next year has been
set as the deadline for the conclusion of the frequency sales.
The eventual winner of the frequency is expected to pay
for it on March 13, while the publication of the final result on March 14 will
mark the end of the process. The winner of the frequency will become a
wholesale national internet service provider.
In the information memorandum on the auctioning process,
the NCC said there was a considerable demand for high-speed internet services,
which could be provided in the 2.3GHz licence on offer, as well as reasonable
levels of competition, which meant there was a considerable space for a new
“Fixed internet access in Nigeria is limited, but there
are mobile Internet services available. However, there is scope for offering
higher speed services in 2.3 GHz. There are a wide range of economic sectors,
which need higher speed internet access,” NCC stated.
The NCC memorandum further stated, “The Nigerian
Broadband Plan 2013-18 lists a wide range of e-government services, which need
to be introduced as soon as possible.”
These include issuing national identity cards, driving
licences and registration of companies, among others.
“In order to introduce these services, individual
departments require high-speed Internet access; so, from government quarters,
there is a large latent demand for broadband access service from providers.
There is a considerable market gap for reliable and affordable high-speed
Internet access for both large and small companies in Nigeria. Companies are
very keen to make greater use of the Internet because of the opportunities to
improve efficiency and enable cost saving,” stated NCC.
It added that most educational institutions in the
country lacked reliable and widespread Internet and would, therefore, need
high-speed services that could be offered from the frequency on offer.
