The match commissioner will be Pedro Alogo Ondo Abeku, from Equatorial Guinea.
Nigeria held Mali to a 1-1 draw in the first leg played in Bamako on March 21.
A goalless draw or victory for Nigeria will see them through, while Mali needs an outright win to book a ticket.
